Ghana’s Employment Ministry, German Firm Signs MoU Signed To Boost TVET In Ghana

Ghana’s Labour and Employment Minister, Dr. Abdul-Rashid Pelpuo, has formalized a strategic partnership with leading German industrial companies to enhance Technical and Vocational Education and Training (TVET) opportunities for Ghanaian youth.

The Memorandum of Understanding, signed at the Ministry’s headquarters in Accra, represents a significant milestone in Ghana’s quest to bridge the skills gap and boost employability among its growing youth population.

The partnership builds upon Ghana’s existing collaboration with Germany through initiatives like the Ghana Skills Development Initiative (GSDI), which has successfully integrated elements of Germany’s renowned dual vocational training model.

The current phase incorporates “workplace-based training under the traditional system with school-based training modules delivered by selected training TVET providers.”

Under the new agreement, German companies will provide technical expertise, modern equipment, and training curricula aligned with industry standards.

The initiative specifically targets high-demand sectors including manufacturing, automotive technology, renewable energy, and digital skills development.

This collaboration aims to produce job-ready graduates who can immediately contribute to Ghana’s economic transformation agenda.

Dr. Pelpuo emphasized that this partnership aligns with the government’s broader employment strategy, particularly the recently launched 24-hour economy policy.

The Minister noted that skilled technicians and vocational graduates will be crucial for industries operating extended hours, creating sustainable employment opportunities while boosting national productivity.

The German companies involved will establish training centers equipped with state-of-the-art machinery and provide certification programs recognized both locally and internationally.

Selected Ghanaian instructors will receive advanced training in Germany to ensure knowledge transfer and maintain training quality standards.

This development comes at a critical time when Ghana TVET Service is committed to “empower the youth of Ghana with the requisite skills and knowledge to help build a brighter future and bridge the gap between education and industry.”

The partnership is expected to directly benefit over 5,000 trainees annually across various TVET institutions nationwide.

The collaboration also supports Ghana’s industrialization goals by ensuring local availability of skilled technicians, reducing dependence on foreign expertise.

Industry stakeholders have welcomed the initiative, noting its potential to enhance productivity and competitiveness in the global market.

Implementation begins immediately, with the first batch of trainees expected to commence programs by September 2025.
